Why now

Water is fast replacing oil at the centre of global power. Yet the industry that manages it stays fragmented, its data unverified, its rules a patchwork that fits no one.

Every country, sector and community measures water differently, if at all. Policy is written one size fits all. Capital cannot find the projects that work.

Water Parliament exists to bring consensus: to recognise water as an economic asset, and to build the shared language the world still lacks.

Water Parliament is a complete democratic process. Every stakeholder, from a national government to a village community, has a seat. Together they set the emerging agenda for water sustainability, then turn it into standards the whole sector can adopt, and data the whole world can trust.

Protocols for every geography

Water behaves differently in the Gulf, in Africa, in Europe, in cold and in agrarian nations. The Parliament builds characteristics and protocols specific to each, not one rule for all.

INDUSTRY

An efficiency index for every industry

Agriculture, textiles, automobiles and software each consume water differently. The Parliament defines a water resource efficiency index and reporting taxonomy for each sector.

CIRCULARITY

Circularity and water credits

Recycle and reuse at the core. Stakeholders that meet verified reuse standards earn water reuse certificates, water credits, building toward a tradable circularity index for every country.

DIPLOMACY

Dialogue and diplomacy

Water security, water rights and water control are now questions of geopolitics. The Parliament is the table where they are discussed, with the convening power to bring the right people to it.

The flagship

One protocol the whole world can report to.

The world reports water in a hundred incompatible ways. The Parliament is aggregating them into a single shared taxonomy, the Abu Dhabi Protocol, so that for the first time a regulator, a corporate and a community speak the same language, and policymakers can build forward-looking climate policy on data that finally lines up.

The registry, live

Verified water data is not a promise. It is running.

Working registry surfaces from Neer Vazhvu, the Parliament's platform and technology partner: rivers, reservoirs, monitoring, pressures and governance, with every number traced to its source. Choose a basin: the Cauvery on either side of the Karnataka and Tamil Nadu border, or Chennai's rivers. This is the infrastructure the global water registry builds on.

Karnataka's share of the Cauvery: 34,899 sq km across nine sub-basins, from the Kodagu headwaters to the Tamil Nadu border. Bengaluru draws its river water from here (KRS, Hemavathi, Kabini, Harangi). Live reservoir storage, sub-basin pollution status and rainfall.

Tamil Nadu's share of the Cauvery: about 47,500 sq km across eighteen sub-basins, from the Nilgiris and the Mettur reservoir to the Delta. Named tanks and channels from the state's open GIS, CPCB's October 2025 polluted-stretch findings, and TNPCB's 2023 station readings.

Chennai's three rivers, the Cooum, the Adyar and the Kosasthalaiyar, and the Buckingham Canal that links them. River system, sub-catchments and tanks, CPCB water-quality stations, sewage inlets and treatment gaps: the picture a city's rivers give of the city.
